History of The Skidder - Part Three

We move onto 2016 in the history of the journalism of Julian Saunders. There was one particularly momentous event!

We have seen that Sandwell Council’s Chief Executive, Jan Britton, totally subverted the independence of the paid service to the Labour dictatorship. One manifestation of this was that senior Councillors had “access all areas” passes and wandered the offices at Oldbury Council House (OCH) at will, despite obvious security risks (especially when there was concern expressed by Ofsted of increasing Child Sexual Exploitation in the Borough). There had been many comments made by staff (and others) that Darren Cooper, the brutish Leader [sic] of the Council, fancied himself as a “Ladies’ Man” and a former (identified) female employee described another problem from Jan Britton’s laissez faire approach: “Darren used to come round all the time and give us hugs but then his hand would always slide down onto your arse if you know what I mean?” I published all this but Britton took no adequate action to limit access to the office areas by Labour Councillors.

We have also seen that Cooper had teamed up with the Twitter troll, Andrew Hipkiss, and, of the attacks on me and my wife continued unabated. The pair also started to spin positive SMBC stories in the “comments” sections of local newspapers. “A Roberts” appeared as did “Mr Mike Wool” (and it should be remembered that one of the most vicious Twitter troll accounts was @Gemmawool15). Comments from “Jaswinder” were so obviously from Darren Cooper and his associates that many of us rechristened the commentator, “Dazwinder”. 

When a safety report was published concerning injuries to members of the public at an out of control SMBC bonfire event the previous November (in which Paul Reeves was involved) instant rebuttals of the findings were put up by Hipkiss on Twitter and “Jaswinder” in the newspaper.

By this time Hipkiss was so confident that neither Twitter nor the Police would take any action against him he openly used his own name. The Cooper troll accounts and Hipkiss also tried to smear me and my supposed “associates” by falsely claiming that I was using fake names to post derogatory comments about SMBC. Bizarrely they claimed I was a frequent critic of SMBC who was widely known to be a local "character". They also falsely claimed I was the contributor “Mrs Ivy Trellis”. “Mrs Ivy” contacted me and I was genuinely surprised where from (but that is a story for another day!)

I reported a story that was, for once, in the mainstream media that there were 6,000 on the housing waiting list but was able to add information from two members of the Muslim Community in Smethwick that a “monkey” would usually secure a property there. They also described a standard Borough-wide scam. A couple would move into a council property and the woman would claim that she was being subjected to domestic violence. She would be moved into another property so that, eventually, the family acquired two properties under “right to buy”, thereby diminishing SMBC’s stock of rentable properties.

Employees who steered clear of the corruption had nothing to fear from my blog. And some were brave enough to blow the whistle on misconduct. But I did seek to expose the wrongdoing of the top brass. Despite all that I have written so far Jan Britton had escaped censure. I was told by a number of people, including Councillors, that his “defence” was believed to me that he simply did not know that the land sales and other scandals had gone on. I pointed out that as the Captain of the Ship it was his responsibility to know these things and his alleged ignorance of events was, in itself, a damning indictment of him. From January, 2016 I stated the #Brittonout campaign though had to wait over three years before his ultimate - though spectacular, downfall and disgrace (though he was, incredibly, able to walk straight into another highly-paid local government post!)

At the same time I queried Britton’s tender for what became the pathetic iMPower contract (see above) where Cllrs Cooper and Hussain decided who the winner should be before the process concluded.

SMBC was later forced by me to disclose Jan Britton’s Register of Interests but it was very heavily redacted. At that stage, and not knowing the ropes, I was unable to force the further disclosure of the secret entries.

We saw that the iMPower contact was another expensive Labour fiasco but not before Britton boasted that the employment of consultants has been his own idea and that “what we are doing in children’s services is being looked at by other councils”. It was also a “turning point” for the failing department. But this was delusional and, as the ship hit the iceberg, I was able to exclusively disclose his nasty internal blog when he said the failure was not due to inadequate political leadership or the management but the foot-soldiers needed to “roll their sleeves up”. This was another rare occasion when several employees contacted me on the same issue - all irate. The main Union rep, Jan Britton’s next door neighbour, was also heavily criticised for allegedly not protecting staff from this unwarranted attack.

Given his notoriously thin-skin (see above regarding his complaint to the police and much more to come below) Britton had the audacity to tell one complainant about his vile blog attack that they had "a low sensitivity threshold"!

Even as commissioners were appointed to finally protect the Borough’s suffering children Britton still disputed Ofsted’s findings bizarrely writing that, “the diagnostic paints a rather different picture.” But a very experienced person in this field who is a former Sandwell Councillor wrote, and I reported, “The Leader of the Council and the chief executive, Jan Britton, have nowhere else to run. They should show some integrity and resign immediately." They didn’t.

I exposed the large number of dissolved companies Cllr Bill "Alka Seltzer" Gavan was connected with (see above) and also wrote that he was the local manservant of Tom Watson MP. He was only elected in June, 2014 but in 2015 Cooper appointed him to the highly controversial Land and Asset Management Committee - not just as a member but, to general incredulity, as its chair. My blog exclusively disclosed that this would bring Gavan, as long as he held the post, an extra responsibility payment of £5,526 per annum from May, 2015 on top of his normal allowance but that in the April before a Mr "William Gavan" had donated £5,000 to West Bromwich East Labour Party. This is not the first time taxpayers' money found its way into Labour Party coffers as we saw with the Terry Duffy House scam.

Right from the start of the blog SMBC was making enquiries about me. Initially I was anonymous to protect workers at The Public. A journalist from a specialist national magazine reported that he spoke to a member of SMBC's press office who demanded to know who I was. When the journalist wouldn't say he described the press officer "screaming" down the phone at him (this person actually dropped dead a few weeks later!) A pet member of Jan Britton's staff, Tara Malik, was going about asking questions about me. Although SMBC did not rebut my work and insisted it was "all lies" my blog and social media started being referred to in Council documents. I was only anonymous for a short time but staff at the Council told me I was increasingly subject to unlawful surveillance. However, in early 2015, SMBC stated categorically that they had not used RIPA powers to keep tabs on me. Given what happened later I believe that this was unlikely to be true.

From 2014 onwards I began to appear regularly at Oldbury Council House. I attend some meetings but only when absolutely necessary since the constant self-congratulation makes me want to be sick over myself. But I was out in all weathers before the Labour Group, full Council and some other meetings trying to ask members questions as they arrived (and sometimes also as they left). I was sometimes alone but often in the company of local community activist Darryl Magher. Our politics are poles apart but Darryl has been a doughty anti-corruption campaigner and has notched up some tremendous achievements himself, notably - single-handedly - having the bent Wednesbury Business Improvement District (BID) election overturned.

Meanwhile Cooper was gearing up for a tilt at the new West Midlands Mayoralty. He held an evening meeting at the Church in Smethwick where the Vicar made a valiant attempt to stop me asking a question at the public meeting he had laid on to promote the monster (it turned out that the Labour corruption had seeped into most of the churches, gurdwaras, mosques etc. and this Vicar’s church had a “charitable” network which had received £18,000 from SMBC in the previous financial year). Another outlandish aspect of this meeting was that Jan Britton, who had been promised the top admin job in the putative West Midlands Combined Authority (WMCA) in the unlikely event Cooper won, again laid on the chauffeur-driven Range Rover - at taxpayers’ expense -  for Cooper even though he lived in Smethwick. Dirt-poor Labour Sandwell run a limo and Range Rover with two chauffeurs.

Then the bombshell came and Jan Britton’s “finest hour” - although the squalid "deal" had been done months before but kept quiet. There was constant concern about, at best, a very unhealthy relationship between SMBC and West Midlands Police (WMP). There were also constant rumours that there was actually fraudulent collusion between the two bodies (and some of those concerns persist to this day). We saw the local Sandwell Police superintendent boast on social media, “great day off today with colleague [at] SMBC golf, spa, lunch and … relax…”. 

The “word” from the Regional Fraud Team was that they made good progress initially and were confident of at least one charge. But, as above, senior officers started to narrow the extent of the investigation. And then everyone was astonished that they simply stopped the enquiry as SMBC were going to appoint “independent” solicitors to investigate certain matters decided by Jan Britton instead. Of course, the Solicitors had none of the investigative powers of WMP and the fact that “prime suspect”, A2, immediately refused to cooperate was the immediate sign that the whole thing would descend into farce.

Neither the former nor the current Chief Constable of WMP have explained to the public how it is possible for a council to simply buy-off a police investigation, and my own investigation into this scandal continues. 

To pile Pelion on Ossa, Jan Britton gave the contact - without tender - to a firm well known to him and Neeraj Sharma, Wragge and Co. This firm changes its name regularly and is now “Gowling WLG” but the report which eventually appeared is commonly known as “The Wragge Report” and I shall use that name and call the firm “Wragges”.

Even though some of the principal “persons of interest” in this investigation were Muslims, Jan Britton appointed Mark Greenburgh (then a partner of Wragges) as the lead lawyer even though he boasted of being a Zionist. The whole thing nearly ended in an even bigger disaster later on when Greenburgh disgracefully opined that A1’s disabled daughter was a natural consequence of “in-breeding” within the Muslim community.

As pressure piled-up on Cooper new troll accounts appeared attacking my wife and Hipkiss joined in with a blog post attacking her. In a new low, they implied that my wife had gone “missing” even adding “#lindamissing” to one tweet. With no shame Andrew Hipkiss, “disabled Dad”, opened a GoFundMe account asking for donations so that he could continue his vicious trolling with a new computer!

The Unite the Union Regional Organiser was still trolling with Cooper and put up fantastical lies that he was visiting places I frequented to obtain information about me. He also claimed to be in Spain when he was still local.

The Albion Foundation story continued with SMBC putting in £75k of taxpayers' money against 0.02% of a multi-million pound turnover from the Football Club. At least that was an improvement on the previous year when the Club donated nothing at all.

Every so often I publish "technical blogs". These are not aimed at the general reader but provide a public service with detailed documentation available so that local people can see some of the "source" material. 

I also tried to help the work of an incredible local activist, Ian Carroll, who has campaigned tirelessly on environmental and wildlife issues. At this time Labour were bragging about their "Green Flag Parks" whilst slaughtering the local Canada Geese because Cooper in particular objected to them defecating in these areas. Ian caught out SMBC lying about all this and forced them to stop the cull.

I wrote above about a proposed development affecting Black Patch Park and was now able to show that the mystery developer shared directors with a well-known local Company.

The Blog broke the story of one local resident who had lived in a Sandwell council house since 1997 at least. She bought the property in 2003 and then sold it for £125,000 in 2008. Despite having apparently made a handsome profit, she was immediately rehoused in another Sandwell council house. I exclusively disclosed that "she" was Darren Cooper's sister.

Cooper himself tried to clean-up his "personal" twitter account ahead of his mayoral campaign but, of course, the trolling continued unabated. At the same time Jan Britton refused to allow his own "weekly blog" to be made public insisting that it was the benefit of staff only though he used it to attack critics of SMBC as I was able to show.

We saw above how SMBC forced through full Council a decision to erect giant advertising electroni displays on green belt land. I was able to reveal that SMBC's planning department had been taking "informal advice" from giant signage business, J C Decaux. After all the "urgency" and the grant of planning permission I showed that only now were SMBC putting the operation out to tender. This whole affair remained shrouded in mystery and smacks of SMBC yet again putting the cart before the 'oss.

I am not technically competent enough to understand how this is done but Andrew Hipkiss was cloning his Twitter accounts. As Twitter began to take complaints seriously he knew his accounts would soon be taken down. Rather than just start a new account from scratch he was managing to transfer all his followers straight to a new account. Where, of course, he continued a relentless attack on me, Darryl Magher and others.

The blog wrote about an incident where a Labour Councillor borrowed a phone from SMBC. When he returned it he forgot to delete a video of him masturbating. The story of Labour Councillor Simon Hackett urinating in a bus shelter was also recorded and, as we shall see later, became a massive story because of the attempted cover-up by Jan Britton and others of this squalid incident. Cllr Paul Moore also confirmed that in the incestous world of Sandwell Labour Cllr David Hosell, husband of Cllr Shirley Hosell was having an "affair" with Cllr Caroline "Caz" White (daughter of Cllr Steve Melia). This became an "open" matter with Hosell openly calling Caz his "girlfriend". Cllr Moore was less "open" about his own relationships.

As we see later with the Lion Farm scandal, Jan Britton's paid service were adept at hiding deals in, sort of, plain sight but obfuscating the deals with (a) exclusions of the public from meetings on the grounds of "commercial confidentiality"; (b) removal of key documents into "private" agenda items; (c) the use of deliberately misleading names to describe projects (eg. Lion Farm and see below); and (d) heavy redaction of the limited documentation that was publicly available.

Thus in a suspicious sale of land for housing, Jan Britton's paid service named a key developer in the Committee documents as "Christ Church Limited" which was false as the company was actually "Christchurch Land Limited". I believe that this was all done deliberately and even if I am wrong it is another example of SMBC's spectacular incompetence during the Britton era. Actually, "Christchurch" was a nominee for another developer and a senior Labour Councillor told me specifically that he attended a meeting with those developers where Cooper asked outright for a cash donation for the private statue *see above)! 

A matter which was not fully resolved at this time concerned a slightly convoluted set of deals involving a local Charity which had a lease from SMBC. It wanted to acquire adjacent land and have the new parcel leased on a longer lease at a heavily subsidised rate. Despite pleading poverty the Charity was, at the same time, purchasing a freehold property nearby for £125,000 cash. SMBC were also giving large grants to the organisation and so I questioned why a heavily discounted lease was appropriate. Unfortunately I was unable to get any further on that particular matter.

One particularly odd thing happened at this time. I had a regular informant within the Muslim community who seemed to give me very accurate information. During one phone call he mentioned something about a health issue of mine which was being discussed by Cooper and Labour cronies. This information was/is only known to a couple of people and unknown to even very close friends. Such was my concern I reported it to my GP who said there was no obvious hack of my medical records. This also remains a mystery but again seems indicative of more unlawful surveillance.

On my own Twitter account I made the mistake of putting up a photo of myself during a volunteering project wearing a T-shirt of the arts company where my wife was working. The Cooper trolls immediately lifted it and started harassing me. Once again they falsely alleged that I had/have a criminal record and told be to enjoy the voluntary stuff while I could as I would soon be barred when my DBS check showed "the truth". On two tweets they compared me to the paedophile Jimmy Savile eg. this from @Gemmawool15, "Julian reminds me of Jimmy Sav". Cooper himself slipped up at this point by writing to one of his own troll accounts via his own @SandwellLeader account. The would-be Metro Mayor wrote:

"@brumskidder Watch out he's on the pop again. I'll come back to you on the Health and Safety claim. He's also breached his injunction".

Of course there was no "health and safety claim" nor any "injunction".

I should say for the benefit of the Court that I hold well in excess of 1,000 screenshots of this trolling campaign which continues to this day via [A5] and his associates.

During the January or February of 2016 I went to doorstep the Labour Group meeting. It was a bitterly cold night and I stood inside the linkway. People were coming in and some going out for a fag despite the weather. A young, vulnerable, man crept in hoping to get out of the cold. Suddenly Cooper came out for a cigarette and shouted at me, "Out". I stayed put and he then came back in and was shouting at the security staff to, "get that f*cker out!" The one security man was looking between me and the unfortunate young man trying to decide who he meant before politely asking me to leave as Labour Group is a private meeting! At least the young man had a few more minutes in the warm. I went out and Cooper started to abuse me but his face went bright red, his jowls were wobbling and his words were incoherent. I wondered whether he was having a stroke but started talking to Cllr Preece. Cooper then pushed past me, very red in the face, and went inside. A sign of things to come?

On Sunday 27th March, 2016 I was working at Malvern Showground. My then phone had useless coverage there and I was startled when it started ringing at 6.45 am. A key informant told me the momentous news that Cooper had died during a drink and drugs-fuelled binge. The signal went and I had to walk into the middle of a field to phone a well-known local journalist. About half an hour later he confirmed the news.

At the same time as his heart stopped the vicious trolling campaign ceased. At the time of his death I have compelling evidence that he and his associates had used the following multiple Twitter accounts to attack me and my wife:

There were a number of other suspicious accounts.

Given that it was common knowledge that Cooper had a history of domestic violence (and not long before his death he was “warned off” by members of his own family from attending a wedding in Cornwall) I was amazed how this was completely ignored by the Labour Party, fellow Councillors, Sandwell Women’s Aid (where Jess Phillips MP was a big mate of the monster), the Police, trade union reps, local journalists and many others. In death, the eulogies to this vile man were even more fulsome and grotesque.

But Cooper’s death had far reaching consequences. Many Labour Councillors were physically scared of him - and with good reason when they knew those huge hands had rained blows on his first wife. Of course, one could expect that from some of the weak men but it was surprising that strong and feisty women like Cllrs Yvonne Davies, Barbara Price and Maria Crompton paid obeisance to the wife-beating Clown Prince. Other cowardly Councillors knew that if they stood up to him they would get the sort of treatment meted out by him to me and my wife. They had seen him destroy Cllrs Mick Davies and Jayne Wilkinson when he considered they had stepped out of line. They also knew that whilst Tom Watson MP backed him he was totally secure. And there was nothing like election victories to make his cronies ignore their moral scruples.

Addendum 27/02/21 - Cllr Yvonne Davies says that she was NOT aware of the very widespread comments about Cooper's history of domestic violence which, to my personal knowledge, were prevalent in Sandwell from 2013 until his death.

But this was a house built on sand and the heavily disputed election of Cllr Steve Eling as Leader in 2016 tore the Labour Group in two. Bitter civil war has raged between the factions to this day. 

The Skidder blog exclusively disclosed that portable buildings belonging to SMBC were on sale via the Facebook account of a well-known Tipton figure and associate of Cllr Derek Rowley. Incredibly WMP yet again refused to investigate this. There was an Audit Committee investigation by SMBC which was shrouded in secrecy and the truth of this extraordinary affair is still not properly in the public domain.

The blog started campaigning for new Leader Eling to scrap the highly suspicious ice rink deal (see above) - which Eling himself had been very much involved with - and for the release of The Wragge Report which had been commissioned a whole year beforehand.

I raised a query why Tom Watson MP was on the electoral register at one of the two homes owned by his employee, Cllr Simon Hackett, as he was not resident there. I also raised questions in respect of the sale of a Westminster property he shared with Ian Wright MP and whether he paid any Capital Gains Tax on any profit. As ever, with Watson he - and his acolytes - flatly refused to answer any queries although he did disappear off the electoral register at Chez Hackett Number One. Watson was - is - a ferocious enemy as I have found out to my considerable cost.

Complaints continued to come in from members of the local Muslim community about what they perceived - in my view rightly - as fraud within SMBC. They generally opined that the worst aspects of graft in Pakistani politics appeared to have been replicated in Sandwell.

Sandwell Labour were very vocal in expressing anti-business views and my blog pointed out how harmful this was in a dirt poor Borough crying out for jobs and inward investment. My argument was that business people were not conducive to dialogue with, mostly unemployed, morons who had never run a whelk stall and who abused and insulted them. My point was well made when London-resident "local" MP, John Spellar wailed that neither nPower nor British Gas had consulted him before announcing large scale redundancies in Sandwell.

There was a febrile atmosphere at the “Mayor-Making” Council meeting in May, 2016. The enthronement of Eling was deeply divisive within his own Party. Incredibly he had made thuggish Cllr David Hosell a Cabinet member (see further below). On departure I asked Hosell which of his two female Cllr “companions” he was off to see and he made the quip, “It could be worse - I could be shagging your wife.”

I asked Derek Rowley why his mate was trying to sell SMBC property via Facebook and he replied, “do you want a smack in the fucking mouth”. There was a small protest outside the meeting concerning the cost of the annual shindig which took place after the formalities. At one point, one or two Labour councillors stole two eggs from the Council House kitchen and hurled them at the protesters from an upper window. Some of the scenes were caught on video which featured in an article by the local Halesowen News: “Scuffles, kerfuffles and a lot more besides as Sandwell cllr’s feathers get ruffled - see video”. I also wrote the events up as “Chaos At The Kremlin”.

My FOI at this time revealed that far from complying with its contractual obligations as part of the corrupt Public deal (see above) to continue with some arts provision at the building and at the so-called “arts cafe” the actual offering from Sandwell College was both minimal and risible. This despite the fact that Jan Britton was also a Governor of the College.

Of course, Cooper was dead and out of the running for the new West Midlands Mayoralty but despite the blindingly obvious failings of Jan Britton at Sandwell he was made the “Chief Operation Officer" of the recently constituted West Midlands Combined Authority (WMCA). I leafletted the inaugural meeting saying that WMCA would not succeed with Sandwell “pissing in the well” and with another simple message, “Britton Out!” of both SMBC and the WMCA.

I mentioned above that Cllr Hussain had been Eling’s best man at his wedding but Eling decided to shaft his friend. An email acquired by me later on showed that Eling fully intended that the Wragge Report would never see the light of day. His own position was tenuous politically and he had, of course, been the “money man” and de facto head of the administration. He had been Statutory Deputy Leader throughout all of the above. He decided to throw Cllr Hussain overboard and blame him for everything hoping everyone would forget about his own conduct - either gross negligence in failing to spot the wrongdoing (at the very best) or his actual knowledge of the corruption (much worse). Thus the Wragge Report was published.

The Report itself is badly written - it was almost unreadable - and, as I indicated above, is mostly useless as Wragge’s had no proper investigative powers like WMP. [A2] simply refused to be interviewed. Jan Britton had drawn the terms of reference so narrowly so that scandals like Cllr Rouf ‘s house were not even looked at. We shall return to the subject of Lion Farm later on.

I continued to plead with WMP to interview the following employees under caution - Jan Britton, Neeraj Sharma, David Willetts, Adrian Scarrott and Nick Bubalo at the very least. They refused. I also revealed names of members of the public who should be interviewed and who were likely to have “knowledge” of events. Even though these people had not been interviewed by Wragge’s, WMP again refused to have anything more to do with the matter. (Adrian Scarrott was - and is - in a relationship with a WMP Inspector and WMP also gave Jan Britton’s son a civilian job).

I wrote up a story from a leaked document from within SMBC that Assistant Chief Executive Melanie Dudley had done a deal with Cooper before his death to leave SMBC in February, 2017 with a generous pay-off even though she was going of her own accord! It transpired that she had signed up to a planned leavers scheme intended for more junior staff. As we shall see, this issue will appear later. Suffice to say here that Melanie was (and is) a Labour Party member - becoming the candidate for Dudley North in the 2019 general election. Once again there was more than a smack of Sandwell cronyism about this "deal" funded by the taxpayer.

The blog to comment on SMBC running the limo, Range Rover and two chauffeurs. Meanwhile Britton caused outrage by introducing fees for staff parking. There was some hilarity when Cllr Caz White updated her Register of Interests to include her boyfriend, mysteriously feeling the need to declare: "Councillor Dave Hosell is a close friend"! At the recent full Council meeting I recorded how Derek Rowley has threatened to "kick me in the bollocks".

Another milestone in the history of the blog now occurred. Some Labour Councillors who had never said a word when Cooper was alive suddenly reached the view that his appalling attacks on me and my wife had been beyond the pale. A third party was delegated to speak with me about a truce. A boozy meeting then took place between myself, Cllr Eling and his sidekick, Cabinet member Richard Marshall with the third party present. ("The pub meeting".)

At the time I had written extensively about Cllr Hussain and Cllr Ian Jones. Eling and Marshall wanted me to continue to write about them in my own inimitable style but to lay-off Eling. In return they would feed me inside information right from the top of the Council. As they put it afterwards, there would be "more leaks than Wales". Needless to say I was sceptical about this. I berated Eling for promoting Hosell to the Cabinet. Eling admitted Hosell was not Cabinet material but it was part of a deal at his controversial leadership election to get both the votes of Dave and Shirley Hosell. I also raged about the corrupt ice rink deal where Eling had been a key player. He assured me that the project would be stopped. I said I was writing about Cllrs Hussain and Jones anyway and so there was no problem with me continuing in that vein. I said I would give Eling the benefit of the doubt but if he crossed the line I would write about it. He promised me that he was "draining the swamp" and the pair said I would soon start receiving high-grade disclosures. They wanted me to "put the boot in" on Cllrs Hussain and Jones even though, of course, they were fellow members of the Labour Party.

Shortly afterward they set up a WhatsApp connection with me - operated by Marshall - and some information began to flow. And very quickly I was able to announce that the ice rink project had indeed been scrapped. I have to say that this gave me hope that maybe things were genuinely being done to change for the better. How wrong I was!

It has to be said that I have had some truly weird calls, email etc whilst writing the blog and, sometimes, SMBC and/or Labour Councillors deliberately fed me with false information hoping I would be foolish enough to rush to print. Thus when I received information that SMBC owned "a train" I thought someone was pulling my leg. But, incredibly, it was true - or at least insofar as SMBC had splashed out £20,000 in the 1980's for an ex-British Rail loco. This had seemingly been at the behest of Cllr Roger Horton (father of the lying Cllr Lucy Cashmore - see above) who was a train buff. More cash was spent on renovations and storage and it was sitting in a rail yard miles away at Cranmore in Somerset. 

After the pub meeting Cllr Marshall had two meetings at Oldbury Council House with my wife seeking advice on arts provision. Cooper had maliciously tried to destroy "the arts" in Sandwell but Linda told Marshall that two very fine organisations, Multistory and Black Country Touring, had survived the carnage and that he should start by using them as the solid foundations on which to rebuild a cultural offering and he took that on board. He also outsourced the local arts Festival with immediate good results (and I even volunteered at it over two days).

Jan Britton was still not disclosing the Wragge Report but a QC had been involved in the later stages to force the Report into the public domain as Eling wished. I was able to show that a colossal £63,583.33 ex. Vat had been paid just for the QC (who, naturally, had strong Labour Party connections). 

In another exclusive, I showed that either as a result of sheer incompetence or fraud certain “faults” had not been remedied by Interserve when they wrecked the interior of The Public. SMBC had “omitted” these from the original contract and so had forked out an additional £507, 377.23p ie. over half a million pounds. This information came out after Jan Britton’s staff said SMBC had only paid less than £12,000 for maintenance and repairs which was clearly a lie. Once again we should remember that Britton was on both sides of this fence being a Governor of the College too.

Although I did not know at this time the “Hackett Saga” had started. Astonishingly, this is still going on this day. Councillor Simon Hackett - an employee of Tom Watson MP - faced allegations of breach of the members’ code of conduct. The hapless Hackett was the Cabinet Member for Children’s Services which, as we have seen, was an absolute disaster with the Government eventually intervening. Hackett found out highly confidential information about a minor child which he then blabbed at Cooper’s weekly “political meeting” where other Labour Councillors were present and even a SMBC employee. This was both a clear breach of Hackett’s duty of confidentiality and a data breach. There were four other allegations - that Hackett urinated in a bus shelter and the incident was covered up; that he had bullied staff; that he had intervened to have a parking ticket to his wife cancelled and that he had been involved in a proposed deal for SMBC to buy-back his mother’s property.

The truth only came out piecemeal but Eling and Marshall wanted me to attack SMBC's Assistant Chief Executive, Melanie Dudley. As above she was on the radar because of the deal done with Cooper at great expense to the taxpayer. For reasons which will become clear, Eling and Britton wanted to get rid of Ms Dudley and, via the WhatsApp feed, I was passed highly confidential information that she was leaving before this was common knowledge. Eling and Marshall asked me to give her “a kicking”. Despite the agreement she would leave in the following February she left - after gardening leave - at the beginning of October, 2016 with a huge pay-off.

Ms Dudley had also been acting as the statutory Monitoring Officer and we now know that Eling forced her out as she had made an adverse finding against Hackett in her standards investigation (though only in respect of the breach of confidentiality/data breach) and the Leader demanded she amend it. She very bravely refused.

The Wednesbury Celebrates story continued and I was also able to disclose - thanks to a leaked document a donation from the “Sandwell Labour Group” of £5,000 to Tom Watson MP which he had not declared in his Parliamentary Register of Interests. I also continued to pick away at inadequacies and errors in the Wragge Report.

At this stage someone leaked some documents to me concerning the Hackett Saga. SMBC immediately threatened me with an injunction. I continued to publish but made certain redactions at this stage. More documents were forthcoming.

It transpired that Melanie Dudley had decided in the standards investigation that Hackett had urinated in a bus shelter and been approached by a SMBC Warden who took his details. It was clear that a number of officers at SMBC tried to make sure this was kept secret. Ms Dudley decided that as the incident happened late at night when Hackett was apparently very drunk he was not acting as a Councillor at that time and so he was not in breach of the code of conduct. A later investigation into the cover-up was hampered when key documents had "gone missing".

A new "temporary" Monitoring Officer was employed and I put up a Tweet from him boasting how he had bought a sports car with the money he made from his previous contract. As we shall a new investigation started into Hackett's breach of confidentiality/data breach on the day after Melanie Dudley left.

I also diclosed that in the incestuous world of Sandwell Cllr Liam Preece had done freelance work for a key figure in the Wednesbury Celebrates scandal. I also picked up a story from Private Eye whereby three Labour Councillors had been sent reminders for payment of Council Tax and one had received a sumnmons - shortly afterwards I was able to exclusively disclose that this was Cllr Richard Marshall (although Jan Britton had tried to keep this secret).

WMP were completely in thrall to Sandwell Labour and I started a series showing them bigging-up Labour Councillors at every opportunity including the likes of Cllr Costigan who was heavily implicated in the Wednesbury Celebrates debacle (which they had refused to investigate).

The alleged cancellation of parking tickets by Labour Councillors featured in the Wragge Report. In her standards investigation Melanie Dudley cleared Hackett of intervention in the cancellation of his wife's ticket. But by a forensic examination of the dates I cast doubt on the excuse put forward to gain exemption from the ticket which Ms Dudley's team had apparently missed.

As all this was going on, Eling and Marshall continued to pass information to me via WhatsApp and the odd email. A leading disclosure by them was also advanced notice (again) of the departure of Adrian Scarrott, another victim of the Wragge Report - following the disastrous Neeraj Sharma out the door.

2015

After the sturm und drang of 2014 the following year started relatively quietly for the blog although the Twitter trolling campaign against me and my wife began to ramp up. Darren Cooper and a Unite Regional Organiser continued to open accounts. As one was eventually taken down after much effort with Twitter, another sprang up. There were posts - all untrue of course - that I had killed a child whilst drink-driving, defrauded a firm I used to work for and it was strongly implied that I was/am a paedophile. My wife was attacked as a woman who had multiple sexual encounters. The Police - very close to Darren Cooper who was, incredibly, the Chair of the West Midlands Police and Crime Panel - refused to take any action to protect us.

2015 saw a curiosity. Neither John Spellar MP nor Tom Watson MP would have anything to do with me and would not answer correspondence or communications. But I was approached by Labour Cllr John Tipper to provide information about Cllr [A1] and his family as Watson was “preparing a dossier” on him (this later became known as “the 70-page dossier”). I also had some “secret” meetings with a local Labour Party figure, Gurinder Singh Josan, a puppet of Spellar and Watson, who supplied me with piles of documents about Cllr [A1] to assist me in “bringing him down”. (Josan is now a member of Labour’s NEC). Much later Josan took me to the Chance Glass site in Sandwell where he asked me to help the operators of a skip company there who were in dispute with SMBC. I used the blog to oppose a plan to turn the industrial site into housing (the site is wholly inappropriate and this still an ongoing issue). Suddenly the skip company moved and then made a financial donation to Tom Watson MP.

Some things in Sandwell are just weird. One Labour Councillor (who had obtained a small grant from SMBC for a non-existent “charity”) had inexplicably claimed he was renting the house he owned. After I showed the true position he amended his Declaration of Interests to show the true position.  Meanwhile one “hard-left” Labour Councillor, John Edwards, was demanding that private Landlords should be subjected to rent controls. I exclusively revealed that he co-owned a rental property in Oldbury where he specified “no DSS” tenants.

A questionable deal arose in respect of the proposed sale of land at Black Patch where the site had not been offered on the open market.

I have explained that Tom Watson MP had inordinate influence over SMBC in general and Cooper in particular. Several Councillors told me, “whatever Tom says, goes”. Thus his career was also a matter of considerable interest. In Parliament he was fronting an anti-gambling campaign. In a national exclusive I revealed that he was being funded by one Derek Webb whom I showed to be a millionaire ex-gambling game entrepreneur now running certain anti-gambling organisations. Watson had not publicly declared the connection. (After leaving office, Watson took a position with bookmakers Paddy Power.) Watson became an influential and very dangerous enemy.

At around this time I also questioned the large donations to Watson by Unite the Union members to fund his anti-Rupert Murdoch campaign including a trip to Australia (especially as he was claiming his co-written Murdoch book was a "best-seller").

By now the Police Regional Fraud Team investigation was under way and there was a general upbeat feeling in Sandwell that the fight-back against corruption had begun. As we shall see, this view was misguided.

Certain ongoing blog classics rumbled on with regular updates provided for my local readership - Cashmore, Rouf, the land deals, the statue etc. Meanwhile Cooper and his associates kept attacking me as being a supporter of UKIP which was particularly odd as I was a very vocal advocate for "Remain"!

I wrote in detail about the Trolling campaign showing, for example, that Cooper had been the only follower of one troll account before the first published Tweet. Another SMBC employee and close associate of Cooper and Jan Britton joined in attacks on me, Paul Reeves, and he will appear prominently below. Cooper also had friendly local mainstream media journalists attack me, notably Dan Wainwright, then of the Express and Star.

Around this time Cooper linked with a Twitter troll called Andrew Hipkiss, a computer nerd resident in Sandwell whose wife had left him and who had a visceral hatred of Sandwell community activist, Darryl Magher. Hipkiss was a particularly dangerous troll since he was unemployed and was active on social media for 16+ hours a day. He originally concealed his identity under accounts such as @OdgenW and @ennabran but he and Cooper became so confident that the Police would continue to turn a blind-eye to their trolling that they went "public". They put a photo up of Cooper shaking Hipkiss's hand in his living room. Cooper even said after visiting Hipkiss's home that he had seen some travellers on nearby land and would have SMBC move them on. Hipkiss was also known to Cllr David Hosell (now ex-Cllr) and we will also come across him later.

Cooper and associates put up a particulalry nasty Twitter account called @Gemmawool15 (followed by a handful of his cromies including a GMB Union rep). On a trip to London my wife and I attended Twitter's offices to protest at the treatment we were getting and I tweeted a photo of my wife outside. This led to 44 abusive tweets in that single day just from the @Gemmawool15 account - many making false allegations about my wife's sexual behaviour. And 12 of these 44 vile tweets were tagged to my wifes's employer. I was once again referred to as "my boy" and also falsely accused of assaulting a former work colleague (see further below).

It is noteworthy that exclusive stories were thinner on the ground at this time. This was partly because of the incredible amount of time I was spending trying to get Twitter to take accounts down (much harder then than now) and partly because I did not want to write anything that might prejudice the ongoing police enquiry (a mistaken approach as it turned out).

I mentioned above the allegation by a troll account that I had assaulted a former work colleague. In fact, someone had set up a Twitter account and started communicating with Cooper via the non-public direct message system. On being told this I fed the person deliberately false information which was duly forwarded to Cooper, who immediately repeated it via his troll accounts - including @Gemmawool15. Thus there was a clear and provable link between Cooper and the troll accounts. I exposed all this in an important post, “Cooper Exposed”, on 11th April, 2015.

In 2013, SMBC took a minority stake in “Sips”, a not-for-profit “partnership” between SMBC and local schools. I revealed that Sips had taken a 10-year lease in the most-expensive office block in West Bromwich from a company controlled by Paul Bassi, a supporter of Labour in Sandwell and occasional donor to Tom Watson MP. 

Cooper had been a former mental health nurse and was technically still an employee of the local health trust though on some sort of secondment. Nevertheless he continued to advertise himself to the electorate as a NHS worker eg. via his Facebook page. I explained to the local readership that he was not practising. I also wrote to the Trust exposing his hateful trolling campaign. Not long afterwards his contract was terminated “by mutual agreement” and his nursing registration lapsed.

At some point, Cooper’s vehicle had been involved in an accident outside Brandhall Labour Club. There were widespread rumours that the accident had been “hushed-up”. Curiously, this was probably the only time that Cooper wrote to me, saying that the police had fully exonerated him from any blame for the incident. He did not take the opportunity to deal at the same time with two other stories about him in the very same post ie, that he had told a number of Sandwell Labour Councillors he had obtained a loan from Cllr [A1] to extend his house and that he had sexual intercourse with another Councillor in a toilet cubicle at Oldbury Council House (a story denied by the female allegedly involved who had, nevertheless, spoken to Cooper immediately after I contacted her).

I have referred to the incestuousness of Sandwell. In 2015 Tom Watson’s election leaflet featured a “local resident” supporting Tom who I identified as an employee of SMBC. Exactly the same happened with a different employee in his 2017 leaflet.

A surprising number of Labour Councillors were, or had been, having financial problems. Nevertheless some of them had influence on the spending of multi-million pound budgets. I revealed that when Cashmore (see above) had to give up her seat she was replaced by a Councillor subject to an Individual Voluntary Arrangement.

I have written above that [A2] was working in Nick Bubalo’s department. I disclosed that in addition to his “day” job he was also involved in various planning applications to his own employer. Further he managed to find the time to be involved with at least seven limited companies and The Rickshaw Restaurant (which features in possibly the biggest scandal of all - see further below).

The mainstream media were under the thumb of Sandwell Labour and simply ignored serious issues. In April, 2015 a truly damning report was published relating to spectacular incompetence (at best) by SMBC who had been taking out long leases on clapped-out 1960’s office buildings often without even a survey. Once again it was left to me to disclose this scandal to the public. The buildings were not maintained so that potential dilapidations costs were astronomical and, in some cases, SMBC bought the freeholds outright. Many key documents concerning these commercial leases had negligently been “lost” altogether. Where key legal documents had at least been put in computerised form they were “automatically” wiped from the system after 7 years due to yet another "error"!

The explosive report also recorded that in 2008 SMBC had agreed to lease a new building at Roway Lane even before the costs of doing so were finalised. There could well have been further fraud here but there was, at the very least, stunning incompetence. SMBC agreed a 30 year lease with no break clauses. When the lease commenced the building was not fully suitable and extra accommodation had to be rented at other locations.

Meanwhile Cooper was denying that SMBC had plans to move to Providence Place even though, as I disclosed, he had chaired a Cabinet meeting envisioning the £20m white elephant building as the Council's new "flagship headquarters facility".

Concerns arose in late April, 2015 about the Regional Fraud Team investigation. Potential witnesses were not being interviewed and it became evident that the enquiry was very limited and confined to just a few of the issues mentioned above (and that does not, of course, include many other issues which the police were aware of but which I had not written out). I was the first media outlet to disclose problems with the ongoing enquiry. At the same time Jan Britton would not provide any information outside the Council, not even via FOI's, "because of the ongoing police investigation". As we shall see, I was right to be concerned.

One story the mainstream media did cover to an extent, and which also featured in the blog, was the disastrous state of SMBC's Children's Services where Ofsted inspections produced a series of damning verdicts. Eventually, the Government had to intervene and the failed service was reincarnated as a Trust away from the failing direct control of SMBC.

Tom Watson continued to appear in my journalism. I followed up on a national story that in the years 2010 to 2015 he had the joint worst voting record of any MP. A local Unite Union Regional Organiser was openly referring to him on social media as "Lazy Tom".

The Twitter trolling continued unabated and Mr Hipkiss even posted a photograph of how easy it was for him to fool Twitter with fake identity documents using photoshop software.

In June, 2015 I was tipped off about Lion Farm Fields. As I wrote in a post at the time, "As the Police and SMBC are not conducting proper investigations into various matters involving ... [ Cllr A1] the small Skidder team have re-started investigations." Lion Farm, as I will call it, is still very much an ongoing story in February, 2021. There are complicated issues which can be read about in my posts and a separate blog is a work in progress highlighting the actual documentation - such as it is - at savelionfarm.blogspot.com

I do not want to go over more detailed work set out elsewhere but it is necessary to mention some of the salient facts to gain an understanding of just how horrendous this "deal" is and serious issues will arise later in this story. The Lion Farm estate is a large "council" estate with tower blocks and other rented accomodation. Next to it is a massive area of open green space called Lion Farm Fields. Lion Farm is the home of the Warley Football League and is a vital "green lung" for locals, especially flat dwellers. The Fields are a whopping 19ha close to the dreaded Birchley Island, a notorious traffic blackspot which, inter alia, provides access to Junction 2 of the M5 motorway.

[A2] acquired The Rickshaw Restaurant near Dudley adjacent to his father’s taxi office. A developer wished to buy the property and bought out [A2] at a very large profit. Cllr [A1] then “introduced him” to SMBC with a view to him acquiring Lion Farm and building a “designer shopping village” on it.

On 19th December, 2012 the Asset Management & Land Disposal Committee convened with its minimum quorum of two, Cllr Hackett and Cllr [A1]. There was a lengthy agenda and Cllr [A1] did not declare any interests in the matters discussed - in particular that he had had dealings with the developer. Had he done so and recused himself for that particular item it could not have been passed as the meeting was then inquorate. But he didn’t and he and Cllr Hackett raced through the whole meeting in just 7 minutes. Happily they also decided in the meeting that the Smethwick Coroner’s Office was surplus to requirements (and, as we have seen, this ended up in the hands of Cllr [A1's] son).

The public did not pick any of this up as the agenda item was - deliberately - misleading referring to the project as “Junction 2 Development” when it was no such thing. Further, all documents were heavily redacted. We shall keep returning to this story.

A review of Cooper’s Twitter revealed his desperate shortcomings save that most days one tweet would be a grammatical and topical comment on contemporary matters. I had always assumed that SMBC’s Press Office - which I disclosed was costing taxpayers half a million pounds a year - had written this for him but was able to reveal, thanks to Gurinder Josan, that he was, in fact, simply cutting and pasting from John Spellar MP’s daily newsletter.

Yet again concerns grew about the police investigation. The Regional Fraud Team had specifically requested four months before that I did not blog about the alleged cancellation of parking tickets upon the orders of Cllr [A1]. An ex-police officer confirmed that he had offered to give evidence about this but had not been interviewed. The DI in charge now said the investigation had a narrow remit and this allegation would not now be investigated - as I was now able to exclusively disclose.

The trolling continued with at least 14 abusive accounts linked to Cooper plus a number of other suspicious ones. Yet I was sent information that when his “personal" Twitter account was suspended SMBC staff helped him get it reinstated.

In another journalistic coup I broke the “Wednesbury Celebrates” (WC) scandal which ran for several months and can be read in detail in my blog. Suffice to say that certain Labour Councillors set up a secretive “association” and SMBC did all the donkey work for them to apply for grants. Receiving a large grant from Sport England, over £100,000 was allocated over three years as pay for the son of two Councillors. I later disclosed that SMBC had issued invoices to WC for use of Wednesbury Town Hall at the end of one financial year and then cancelled them at the start of the next. As with most such “organisations” connected with Sandwell Labour the public was not even allowed to know who the “Trustees” were although one was Cllr Costigan. No accounts were ever made publicly available. When the organisation was wound-up - which is very largely due to my revelations - any remaining funds were seemingly passed to an equally secretive clone “organisation”, The Knights of Wednesbury who, again, are not publicly accountable. Ironically at the same time, the mainstream media failed to report a damning Charity Commission investigation concerning SMBC’s “default … to file accounting information” where it was sole trustee of a charity and, yet again, I filled the gap.

I wrote a story showing that Sandwell College - where Jan Britton was a Governor - was publishing misleading advertisements about its Ofsted rating. The police investigation declined to investigate The Public deal (see above) and at this time I belatedly established that a senior WMP officer had been a Governor and present at some of the meetings setting up the “odd” transaction.

Jan Britton’s staff hijacked a photograph from my Twitter account believing it to me of me with staff of my wife’s employer (a charity). In fact it was of me with a group of volunteers who had worked on an arts project. All the volunteers I spoke to were outraged that their images had been used in an attempt by SMBC to harm me.

There followed the first attempt by SMBC to criminalise me. Cooper was widely-known as a wife-beater having “knocked about" his first wife (except some of his close associates deny knowledge of what was common currency). I had repeatedly referred to him as a “woman-bullying thug” and somehow he found out that I was closing in on him and had traced a key witness. He immediately went to the police alleging that I was harassing him. He did not, apparently, complain about me making these allegations which is odd in itself. 

For some time SMBC had been running a vulgar campaign against misplaced canine excrement called “No Shit Sherlock” and I invented a satirical name for him linking this theme with part of the name of the leading official in German cities. Thus I called him “The Turdmeister”. He responded by calling me “Skidmark” and “Shithead”. But someone at WMP told him that all he had to say was that he “felt” harassed and this caused him “distress” for me to automatically be guilty of a criminal offence. So Cooper gave his statement and then encouraged Jan Britton to do the same. Britton was then a large, obese, man and I was already writing about his weakness and inability to act independently of the political leadership. He put in a risible statement saying that he felt “alarmed and distressed” by me (a) calling him “the giant amoeba” (ie. because of his perceived lack of a spine) and (b) putting up a picture of a doppelganger in a pancake costume (a supermarket promotion) suggesting that this was where his career would end up.

The Unite the Union Regional Organiser also advertised on Twitter for others I had written about to make a police statement (none did). But I was still forced to endure a very long police interview where I was again told (and I had no lawyer present) that I had no legal defence because Cooper and Britton felt upset and that was all that mattered. This misconception still seems to be in the psyche of SMBC even to this day.

Cooper was aware that I was doing quite a bit of voluntary work at the time and his troll accounts went to town crowing that I would not have a clear DBS check when I had a criminal record. As it was I sent information to the DS who interviewed me and this first police episode petered out. The other thing to note was that I gave information in the taped interview about how I had found a key witness, and that someone had helped me with this. It soon became apparent that this information had, mysteriously, been fed back to Cooper. And then WMP flatly refused to give me a copy of the interview tape.

Many people in Sandwell have supplied me with information over the years not least from the Muslim community. A range of concerns were raised with me about a small charity, The Smethwick Pakistani Muslim Association, where Cllrs Rouf and Ahmed were trustees and the Manager was a relative of Councillor Husssain. Curiously, and inexplicably, the small charity felt it necessary to have two bank accounts at different banks. I was unable to substantiate many of the more lurid stories but did show that the Charity was appealing for more funds because it said it was suffering from local government cuts whereas SMBC had actually increased funding (which went up from 55% of total income to 74%). And as with many charities associated with Labour it was holding unusually large cash reserves relative to its income and, indeed, expenditure.

The saga of the failing Children’s Services was rumbling on and, for once, Copper himself was receiving flak. Instead of trying to deal with the root cause of the problems SMBC did the usual local government trick of commissioning and funding a “review” themselves which suggested things were not as bad as was being claimed. (See above about the eventual Government intervention.) It was unusual for several members of SMBC staff to contact me about the same issue but this happened after Jan Britton awarded a contract to iMPower to improve matters, fulfil the Ofsted requirements and to help “staying ahead of the curve “ in terms of national standards. The procurement procedure by Britton for this contract was opaque and the complaints from staff came when Britton publicly said that the contract had cost around £1m to £1.15m whereas staff told me it was “much more”. Even with my limited investigative power I was able to show VAT exclusive payments of £1,796,219.21 which is well above Britton’s claim and almost certainly still an understatement. In any event this expensive and divisive contract completely failed in its stated objectives.

Cllr Eling has yet to feature much in this History yet, although he will come to dominate it in later years. He was the “money man” and as he continued to work as an officer at far away Rotherham Council was deferred to as a local government “expert” - a misguided approach which led to the disastrous humiliation in the High Court with the Council Tax Benefit case. On an infamous occasion which I reported in the blog I had a long conversation outside The Council House with Cllrs Cooper, Hussain and Ian Jones. When I asked them detailed questions Cooper kept responding, “ask Steve Eling”, “you’ll need to ask Steve about that” and similar. At this time Eling was close to Cllr Hussain who was best man at his wedding. Publicly, he stayed under the radar but he was reputed to have a vicious temper and most staff were afraid of him. I usually gave satirical nicknames to characters in this tale. At this time the only notable feature was Eling’s appalling and deadly dull public speaking style so that I dubbed him “The Talking Corpse”.

Despite the failings of Children’s Services and the money thrown at iMPower by Britton there was general incredulity when Eling announced at this time that the departmental budget had not been fully spent and that he would actually cut it by £7.16m!

Long-running stories continued to feature in the blog as further information became available and a FOI request finally revealed that SMBC had not paid £20m for the freehold of Providence Place (see above) but £22,750,000 plus all the ancillary costs and taxes.

An anonymous informant confirmed that the lifting of a restrictive covenant (see above) by SMBC in respect of land adjacent to the Plough Inn, Tividale, was being investigated by the Regional Fraud Team. The Police were still refusing to investigate the scandal of Rouf’s mansion but I exclusively revealed that SMBC had paid over £200,000 for the houses it then paid to demolish. It had then sold the cleared plot (after Cooper ordered it be removed from auction and where there was considerable local interest from would-be credible purchasers) to Rouf’s son for just £65,000.

I have written about false declarations made by various councillors including Cllr Cashmore and [A1] (regarding the valuable taxi contract). As above, WMP let the time slip for potentially bringing any prosecutions as they claimed “they didn’t know the law”. I reported the outcome of a complaint I made to the IPCC which was upheld by them. The IPCC confirmed that WMP had done nothing - and I mean absolutely nothing - in respect of any of the complaints. There had been no investigation whatsoever. It should be noted that it was widely stated (included by, for example, staff at the BBC) that a Councillor who features prominently in this tale was, at least at that time, a police informant.

WMP also refused to investigate the “Wednesbury Celebrates” (WC) debacle (see above). At this time I also disclosed that two Councillors were on the secret “management board” [sic] of WC, including Cllr Costigan. The same two then approved a WC grant application on behalf of SMBC as Town Lead and Vice Town Lead respectively for £5,000, without declaring any interest.

Here a (then) senior Director of SMBC makes his first appearance in this History - Mr Adrian Scarrott. He was widely referred to as Cllr [A1's] “bagman”. He was also in a relationship with a WMP Inspector. I referred above to the mysterious cancellation of SMBC invoices to WC but at this time it was in debt to SMBC in a sum over £20,000. And yet Scarrott still authorised the payment out of the £5,000 grant to WC!

Living in Sandwell at this time was an amazing man, Bob Woods, a lifelong Labour Party member, trade unionist and campaigner for LGBT+ people right from the start of that movement. Bob had worked with children most of his life after Barnardos bravely employed him at the time as an openly gay man. He was now semi-retired. He worked for an organisation helping those suffering stress at work and worked on its stalls at union conferences. He was also a representative and chair on fostering panels (and much in demand). Bob had settled in Sandwell late in life and was shocked by the corruption at the Council involving his own Party. As ever with Bob, he bravely spoke out and was a strong supporter of my blog (although disliking the tone on many occasions). This led to him being physically threatened in a restaurant connected with the family of Cllr [A1] and suddenly there was a spate of incidents of petty vandalism to his house and car. As ever, complaints to WMP were ignored.

Bob had been shunned by local Labour people despite his activism save for one or two (rare) decent people like Cllr Dhallu. Cooper regularly trolled him on social media via his own account and associated troll accounts but the police fraud investigation was putting him under immense strain. At this time he seemed to be perpetually chain-smoking outside The Council House. Just as he had written to my wife’s employers trying to get her sacked this monster now turned on Bob and via his own account and others questioned - to the whole world -  whether Bob should even be a member of fostering panels. He then said on Twitter that he had located the body employing Bob with the heavy hint that he was contacting them directly (just as he had done with me regarding my wife’s employers). Once again I published this disgusting chain of tweets but Cooper faced no censure whatsoever from anyone. I sent all these details to the West Midlands Police and Crime Panel asking how Cooper could possibly remain as Chair but only one member (councillors from around the West Midlands authorities) expressed any concern at all about his appalling behaviour.

The limit on Twitter at this time was 140 letters which Cooper was incapable of stringing together in a coherent form. And yet he continued to insist that he was the author of the Leader’s Blog on the SMBC website. In fact, the blog was written by Sandwell’s large press office but SMBC said they were unable to calculate the wo/man hours (and cost) spent in preparing this party political propaganda.

By now, the political class in the West Midlands were fully aware of Cooper’s shortcomings and behaviour yet continued to back him so that, astonishingly, they made him Vice Chair of the putative West Midlands Combined Authority. He seemed bomb-proof.

I then disclosed that in June, 2015 Cooper had chaired a Cabinet meeting wherein it was agreed to make a grant to “Black Country Consortium Limited” without declaring an interest ie. that he was a Director of that Company.

What I consider as one of my finest journalistic efforts came next although, after some flickering interest from national media, there was very little follow-up despite the extraordinary facts. Tom Watson MP, then Deputy Leader of the Labour Party, had at least four millionaire donors including the aforementioned Derek Webb and, more surprisingly, author J K Rowling. It seemed odd to me that two small local companies should suddenly show up as having donated £20,000 to him and I was able to disclose that the person with significant control of both companies was Gerry Poutney, a high-profile pawnbroker. I was (and still am) frankly amazed that the story that the Deputy Leader of the Labour Party was taking cash from a pawnbroker was not widely aired by the mainstream media.

One feature of the Cooper era was Labour’s determination to pump money into sport. We have seen above that money was ploughed into the charity The Albion Foundation, the private statue scheme and even into the wealthy football club itself. Cooper memorably described “the arts” as “shit” and set about destroying much arts provision in the Borough whilst sports expenditure continued to rise.

Sandwell is an amalgam of six towns and insofar as Cooper was capable of sentience his doctrine was to provide identical facilities in each town with no regard to the expense and no thought being given to whether the facilities were needed or viable. This was particularly the case in respect of sports centres. Cooper wanted each town to have a nice shiny new building - especially his home town of Smethwick and, as we shall see, this story has a long tail.

The existing leisure facilities were operated by what was supposed to be an “arms length” charity, Sandwell Leisure Trust (SLT), which also became effectively responsible for The Public (see above). SLT had two Labour Councillors on its board which was chaired by a former SMBC employee. Its existence relied upon funding from SMBC. Cooper fell out with the guy running SLT. As punishment he prevented SLT from operating the new leisure centre in West Bromwich, outsourcing the contract. But Cooper then told SLT that they could have the contract to run a new centre in Wednesbury if they agreed to support the closure of The Public - which they duly did. Whilst attacking Government austerity and slashing arts provision Cooper and Co. borrowed a further £8.1m for the Wednesbury build. No new centre was built in Smethwick before Cooper’s death but I shall return to this subject later.

More Cooper hypocrisy was disclosed when I disclosed his rantings on Twitter about academy schools although he himself had been a director of one for two years (in the incestous world of Sandwell the finance person at the school was the wife of the SMBC Finance Director who walked out suddenly after mismanagement by Cooper and Jan Britton - see above).

Another recurring theme of these and subsequent years is the utter contempt of Labour for green spaces and the green belt in Sandwell save for two areas which were deemed to be sacrosanct - The Sandwell Valley and Warley Woods. I wrote about the curious case of Labour agreeing to the erection of two massive advertising signs by the motorway on green belt as a “matter of urgency”. There were serious questions about the procurement process and why Labour forced this through so speedily.

With this constant diet of sleaze it was “almost” light relief to report that Labour Cllrs Downing and Crompton were sharing “Britain First” - a British fascist organisation’s -  Facebook posts.

A quite extraordinary situation occurred next which I exclusively reported. My wife and been constantly complaining to West Midlands Police since January about the trolling - particularly when the obscene posts were copied to her employers and a well-known Birmingham arts charity where she was (and is) a trustee. A female officer at WMP finally had the file dumped on her but, to her great credit, took action. Cooper was compelled to attend Steelhouse Lane Police Station in Birmingham (although, and fatally, my wife was never asked for a proper statement and WMP did not have the evidence well recorded in my blog of Cooper’s clear involvement with the troll accounts eg. see “Cooper Exposed!” above).

This was a purely personal matter for Cooper and nothing to do with SMBC but, unbelievably, Jan Britton arranged for one of the SMBC chauffeurs to drive him to Birmingham and back in the Mayoral Limousine at taxpayers’ expense. Further, a SMBC solicitor, Maria Price, was delegated to represent Cooper and travelled with him in the limo. Britton later claimed that Ms Price had volunteered to help Cooper off her own bat and that she had taken a day of her annual leave to do so. You couldn’t make it up!

Inevitably, WMP said there was no evidence that Cooper was linked to the troll accounts - even though this was plastered over my blog and the Skidder team held hundreds of incriminatory screenshots which the police did not request - and decided to take no further action. As above Cooper was Chair of the Police and Crime Panel at the time and on good terms with the (then) Deputy Chief Constable - who now has the top job. No disciplinary action was taken against Jan Britton for this gross misuse of taxpayers’ funds.

Not long before this Cooper and Jan Britton had objected to the proposed creation of the West Midlands Combined Authority but the egotistical Cooper changed his mind and decided he wanted to be the “Metro Mayor”. He promised Britton the top admin job if he won (although Labour Party sources hinted that they would not tolerate his candidacy). Meanwhile Cooper came top in an Express and Star poll of favourite Labour candidates although I was able to disclose the tweets of Mr Hipkiss where he couldn’t resist boasting that he had used his computer know-how to rig the process and vote multiple times for Sandwell’s failing Leader.

Indeed it appears that Cooper at least had the insight that the net was closing in on him in Sandwell and was looking for pastures new. He even tried to delete some of the “worst” tweets from his personal account but, thanks to my helpers, I was able to disclose what he was up to.

After a long time I was finally able to exclusively reveal terms of the lease for The Public building showing beyond any doubt that the College were not paying any rent, Nevertheless the Express and Star and other mainstream media outlets ignored this and simply repeated Cooper’s big lie.

I then reported an unpleasant incident in Oldbury. A car drove towards me at speed but stopped very close to my legs. A man got out claiming to be a son of Cllr [A1] and started to threaten me with violence. In a bizarre twist a traffic warden appeared and told the ranting man to move his car. The aggressor continued with his threats and I said to the warden, "are you hearing this" but the driver said, "he's not hearing anything. We run Oldbury" and continued with threats of violence. The warden started to write out a ticket and the driver left the scene. I had his registration number and took the warden's number before reporting the matter to the police. Surprisingly they actually gave the matter a crime reference number and said a few days later that they had a suspect. Suddenly they said that the car's registered owner was not the aggressor and they could not identify him! They had apparently not talked to any of Cllr [A1's] sons and they told me that the traffic warden had refused to give evidence!

The year ended with high comedy. I exclusively disclosed that Labour Cllr Bill Gavan, a sort of personal servant and driver for Tom Watson MP when he deigned to visit Sandwell, had run at least 13 companies that had been dissolved (nicknaming him Alka Seltzer). His partner had also been involved with at least four dissolved companies. Nevertheless, Cooper had just appointed the notoriously foul-mouthed man as SMBC's "Business Ambassador".

History of The Skidder - Part One

There have been constant attacks on Julian Saunders saying that his major investigative work into the corruption at Labour Sandwell Metropolitan Boruough Council is somehow "not journalism". Well here is the start of Julian's history of his blog - make your own mind up!

Part One - 2013/2014

GENESIS

In 2013 a deeply corrupt Labour Council in the West Midlands, Sandwell Metropolitan Borough Council (SMBC) decided to shut down a controversial arts centre called “The Public” where my wife was Managing Director. It became apparent to me that the leadership [sic] of both the political wing of the Council and the paid service were telling lie upon lie to the local media and even to junior Councillors about the nature of the transaction. I was outraged by this and set up a blog called “In The Public Domain”, more popularly known as “The Sandwell Skidder”, just for my own benefit to get things off my chest.

There is no need for me to retell the whole sorry saga of The Public closure since the tale is recounted at length in the blog, but I will provide two examples of what was really happening. Firstly, SMBC publicly announced on television that The Public was to be closed. They then tried to show that the decision had been taken properly and legally. As part of this Kafkaesque process staff members - who were already aware that the building was to be closed - held a meeting at Haden Hill House and discussed whether the building should be closed or not. Unsurprisingly they unanimously decided that it should. But at this meeting was a solicitor from Exeter who had no local knowledge. She participated directly in the discussions and, seemingly, even voted for the closure. Her firm was then given the contract for the legal  work to lease the building out, for which it was paid over £40,000.

Secondly, SMBC gave a long lease to Sandwell College whilst, incredibly, retaining full responsibility for maintenance. They borrowed around £6m from the Public Loans Works Board to destroy the structure of the iconic building and gave the contract to Interserve without external tender (claiming that they had authority to do so via the, by then, defunct Building Schools For The Future PFI scheme). In turn, the College agreed to back the £6m to SMBC who issued them with a rent free long lease. To this day SMBC and friends in the media wrongfully state that the College is paying rent on the building when they most definitely are not - and I have shown this by putting the exact clauses of the lease on the blog.

If one reads my early efforts on the blog they are turgid in the extreme. I really didn’t care whether anyone read them of not. They were written as a cathartic exercise and for the benefit of the redundant Public staff and the tenants who were evicted. But then a strange thing happened in that people started to contact me making other allegations of misconduct by SMBC and an ex-Councillor set up a group, “The Scrutineers”, which held some meetings to discuss how to expose the corruption which I attended. My interest was piqued and I started to make my own investigations and to write about my findings.

It should be said that the corrupt Council did not make life easy. Labour had rock-solid political control of the Council - at one time during my involvement holding 71 of the 72 Council seats. The Leader was a monster called Darren Cooper - as thick as two short planks but bristling with low cunning and malice. He was widely perceived to be a puppet of John Spellar MP and Tom Watson MP and was known to regularly defer to their views. He had two deputies, Mahboob Hussain and Steve Eling who will both feature again below. A Chief Executive with a very thin CV was appointed, Jan Britton, who wrote to staff telling them it was their duty to defer to elected councillors. A new Head of Legal was brought in, Neeraj Sharma, despite her being heavily criticised in an Audit Commission Report into neighbouring Walsall Council that she had failed in her responsibilities and failed to challenge impropriety by councillors. The appointment of weak senior management was seen by many as a deliberate policy to ensure wrongdoing was not investigated properly or at all.

Sandwell is an incredibly insular place and Labour’s tentacles squirm into every organisation. Charities and associations were frequently told that if they challenged the Council they would lose their funding. Labour Councillors, members or cronies were placed on the boards of bodies. Staff within SMBC who rocked the boat were got rid off - always with a pay-off and confidentiality agreement - but Labour-supporting staff missed redundancy rounds. Many staff in the past have been related to each other and/or to Councillors and there has often been a strong code of omerta. The trade unions have generally been slavish followers of the Labour line. The small number of brave whistleblowers have invariably reported that they are scared of the management and distrust speaking with union reps.

SMBC have gone to great lengths to prevent me from investigating matters as will be seen later but right from the start there was an unwillingness to deal with Freedom of Information requests. The Press Office was told not to deal with me. Enquiries were ignored or responses were meaningless. My work was not refuted but I was constantly smeared - everything (yes everything) I wrote was “lies” even when I produced documentary and other irrefutable evidence.

It is also the case that SMBC have redacted information from published documents - particularly regarding The Public and Lion Farm (see further below) with the intention of thwarting potential applications for Judicial Review within the relevant timeframes.

2014

Whilst the Public controversy and my investigations into it rumbled on I exposed what became known as the “Icestink” scandal - a corrupt deal to demolish a large car park in West Bromwich and replace it with an ice rink, the ice rink “entrepreneur” having been introduced to the corrupt Council by a Labour peer. My disclosures about this transaction were instrumental in the “deal” eventually being scrapped.

I disclosed plenty of relatively minor but embarrassing stuff - a ridiculous payment by the Cemeteries Department to a Z-list TV personality for an inspirational talk; that the money for a project to “save money” had, in fact, been borrowed; the hilarious hoaxing of Cllr Hussain and the highways team by a prankster; that local MP Tom Watson was claiming twice the expenses of Sandwell MP, John Spellar; fake FOI’s were being submitted by associates of Cooper (or himself); SMBC lied to the media about the level of payments to their top management; that SMBC told the press they had taken a “minimum of £120,000” in ticket sales for a music festival they held whereas I exclusively discovered that the true figure was, in fact, only £43,945; that Darren Cooper lied to the press claiming that Labour had helped the poor by releasing the entire Local Welfare Provision budget whereas, in fact, over half a million pounds had not been spent (£568,791.41); and that Cooper claimed to have made “around a 10% reduction” in members’ allowances whereas I showed that they had, in fact, increased by £8,361.40p;

As early as February, 2014 I became the victim of a massive Twitter trolling campaign orchestrated by the (then) Leader, Darren Cooper. This expanded to trolling on an industrial scale but stopped at the same time as Cooper’s heart when he died in a drink and drugs-fuelled binge at Easter, 2016. He had various associates in this campaign including Reps from the Unite and at least one other trade union.

I exclusively disclosed that despite The Public deal (and I say as part of the corrupt arrangement) Sandwell College rented even further space in West Bromwich but this time direct from Labour Party Properties Limited. (Curiously this situation has recently come back to life.)

I submitted a story to Private Eye Magazine about the incredibly short Council meetings held by SMBC (because everything was agreed in secret beforehand and there was no opposition) which they duly published.

As early as 30th February, 2014 I started writing about a charitable foundation associated with West Bromwich Albion football club and a pet project of Sandwell Labour who ploughed taxpayers’ money into it and placed a Councillor on the trustee board. (This is also an ongoing story!)

At this time Darren Cooper wrote twice to my wife’s new employer , an arts charity, using SMBC staff to prepare and send the letters, suggesting they sack her because of her association with me. When my wife made a formal complaint this was dismissed by the aforementioned Neeraj Sharma effectively saying that Cooper had acted “in a personal capacity” and, anyway, my wife deserved it. Three Councillors then dismissed my wife’s appeal again stating, inter alia, that Cooper was acting in a personal capacity and that the matter was "not serious enough” to merit further investigation.

In a major exclusive I disclosed that Cooper, without going through normal procurement channels, had arranged to have expensive monthly “executive coaching sessions” at £450 each from a recently de-seated Birmingham Labour Councillor, Steve Bedser. My intervention brought an immediate halt to this scam although Bedser had already pocketed £11, 800 via a limited company.

I broke another major story almost immediately. A company connected with Cllr [A1] had bid for and won part of a major taxi contract via a limited company where he had divested himself of his shares but where control remained with his wife and daughter (and after the contract was awarded the daughter re-transferred "her" shares to him). He did not make any declaration of interest. A “thorough investigation” was undertaken by the Chief Executive, Jan Britton, who decided that the contract should continue as “everyone knew Cllr [A1] had taxi interests”. A later FOI showed that Britton’s “thorough investigation” did not generate a single document or record of any type.

Darren Cooper was obsessed with West Bromwich Albion FC. Despite questions about the Foundation I disclosed that a dirt poor Council had recently paid over £50,000 to the club itself ie not the Charity. They had also given £30,000 to a private individual who made a living out of persuading councils to erect statues of “celebrities” and who had sold Cooper the idea of having a statue in West Bromwich of three famous black WBA players. (It is noteworthy that the Club itself refused to deal with the statue “entrepreneur” and the matter dragged on for several years. It featured in my blog many times and the story is still not concluded as the financing of the final scheme remains a secret.)

I broke yet another significant story regarding Cllr Lucy Cashmore, the daughter of Cllrs Linda and Roger Horton, and close friends with Cooper. Although not resident or working in the Borough, Cooper and the Hortons let her register as being registered at the Horton’s address when she was, in fact, living just down the road from me in South Birmingham (as SMBC well knew as her husband was on the payroll). This lead to me revealing a couple of other Councillors who had lied about their residence and the matter was reported to West Midlands Police (WMP) who took no action until it was too late to do so. They stated in writing that they had missed the limitation period as they were “unaware of the law”. This story is interesting in that Cashmore decided to step down at the next election (having received four years’ worth of allowances) and the local newspaper, The Express and Star, ran a piece blaming me for exposing her and forcing her out without disclosing that she had just taken a job with the Express and Star Group!

The summer of 2014 was something of a “golden age” for The Skidder. A Twitter troll attacking me (and associated with Cooper and Cllr Frear ) was exposed as an employee of SMBC. Further Frear lied about his address but he had been given a council house with no apparent entitlement to one which he was sharing with the troll.

Labour had an anti-gambling policy and said they would not allow any more casinos in Sandwell before backing a new casino in Oldbury. The project was stopped following court action and the local press trumpeted Cllr Eling saying that the Council would only have to pay minimal costs despite losing whereas I discovered that the costs were actually in excess of £18,000 excluding vat.

At around this time “socialist” SMBC lost an important case in the High Court brought by the Child Poverty Action Group (CPAG). This involved Council Tax Benefit. None of their friends in the local mainstream media even mentioned it even though the Council had to pay substantial costs and lost a large £675,000 grant. It was left to me to enlighten local residents of this disaster where SMBC had been absolutely torn to shreds by Hickinbottom J.

In August, 2014 the Boggate scandal erupted. Despite the relatively small amount involved this became a major issue as it was one of the few cases where I was actually able to get hold of some documentation. In short, this involved the sale of three decommissioned public toilet blocks which were to be put to auction. But they were sold at a significant undervalue to a member of Cllr [A1's] family. SMBC deliberately lied to me about the identity of the purchaser at first but I was able to disentangle the web. The story ran and ran and became a feature in the Regional Fraud investigation, the infamous Wragge Report (see further below) and later standards hearings.

Boggate was a turning point for the blog. Whereas it had grown from being an opportunity to “sound off” about the bent Public deal to a serious “hobby”, I now realised that I was only scratching the surface of the corruption and began to devote serious investigation time to issues. From then onwards I was a serious campaigning investigative journalist. Also, I started getting death threats and threats of extreme violence via burner phones. One call was, “Do you still live at xx xxxxxxxxxx Road because we are going to come and burn your house down”. (And one of the protagonists in this saga was known to have been associated with at least three building fires.) WMP offered me no help saying that they could not trace burner phones and that I should dial 999 if in danger.

I worked with the Daily Mail on a story proving that Tom Watson MP had not actually received a degree from Hull University.

And there was a rare case that arose where, for once, I was ahead of the game. It was not unknown for SMBC to lease valuable land to parties with use covenants and then quietly remove the covenants and sell it to them at a later date for a pittance. Thus SMBC planned to lease at a peppercorn rent a valuable plot some distance from Dartmouth Street Mosque as parking for Mosque-users. I actually spoke to a number of local residents who unanimously stated that they were unaware of the planned scheme and opposed it (not least because the access was to be via a narrow residential road). This was a large plot and I raised questions via the blog about any valuations of the property etc. The scheme was quickly dropped.

The summer heat was on for SMBC as I exclusively disclosed a pair of major scandals - Lodge Street and the Smethwick Coroner’s Office. It is worth noting how this came about. I am not very computer-literate but these deals were brought to my attention. When I looked at the Council’s planning website both sites produced no information and so I went into the Council’s offices. It may just have been some sort of glitch but the staff member let me use one of their computers and there it all was. I immediately realised that both these properties had been sold to [A2] , the son of Cllr [A1].

In all the dodgy land transactions there was a common theme. The relevant committee approved land sales (often hard for the public to notice because of heavy redactions in the records) and then delegated powers to Nick Bubalo, the Director of Regeneration and the aforesaid Neeraj Sharma, the Head of Legal. [A2] actually worked in Bubalo’s department where he was well-known to be Cllr [A1's] son. Yet, incredibly, Bubalo would later tell the Wragge investigation he had never met him!

The Smethwick Coroner’s office sale was dubious as a local solicitor wanted to buy the building which was suddenly withdrawn from sale and sold to [A2] together with some additional land at the side. The price for the office alone, without the additional plot, was “light”.

Lodge Street was a particularly egregious “deal” whereby a large building plot was sold to [A2] for just £145,000. I personally interviewed Cllr [A1] outside the Oldbury Council House who informed me that the land was cheap because it was “shit”. Nevertheless, Bubalo soon granted planning permission for 15 houses with no s.106 or community infrastructure charges. [A2] built houses on the land which quickly sold and he is estimated to have made a seven-figure profit.

When I exclusively disclosed these scandals the local mainstream media finally began to take notice as did the police.

Before my time in Sandwell, as it were, SMBC had entered into an absolutely disastrous contract with BT called “Transform Sandwell”. There have been persistent allegations of fraud relating to the original deal from a former SMBC solicitor who worked on the transaction. And the police have investigated similar contracts with other councils. Whatever the position this was a shockingly bad deal which SMBC eventually had to get themselves out of. BT had been leasing a large new building with the unfortunate name “Providence Place” in West Bromwich from SMBC who announced they were borrowing £20m just to acquire the unencumbered freehold. They boasted how they would then hold a very valuable asset (this is an ongoing story as SMBC recently told the press they were selling the £20m asset for just £8m.)

The statue saga rumbled on with SMBC diverting Arts Council money for an Arts Festival to use for a publicity stunt promoting it instead.

As September drew to a close, I dug out another massive scandal following contacts from residents in and around Florence Road Smethwick. SMBC purchased a row of old houses and demolished them leaving a much sought after building plot in Florence Road - an old fashioned terraced street. A very large seven-bedroom house was being built on the plot to the chagrin of neighbours. SMBC deliberately tried to obfuscate the true position but I eventually established that the plot had been withdrawn from public auction on the orders of Cooper and sold privately to the son of Labour Councillor Mohammad Rouf (Rouf now lives in the house with family members). This became another long-running saga and each time I appeared in Smethwick I received dire threats - once, and I do not exaggerate, within 30 seconds of me getting off a bus.

In October, I had a detailed session with the Regional Fraud Team and gave the police as much information as I could (some of it going way beyond what has been shown in the blog). On 17th October, 2014 I sent an open letter to SMBC staff urging them to search their consciences and speak out now that the Police were involved.

I also discovered that the former premises of the Sandwell Muslim Organisation (of which Cllr [A1] was a leading light) had been the subject of onerous covenants. In 2012 they had been released for no reward by Nick Bubalo and the premises developed as six residential units. SMBC denied wrongdoing on this transaction but never provided a convincing explanation for what had happened. The beneficiary of this fortunate transaction was Mr [A3] but I was unable to link him to Cllr [A1].

SMBC had “zoned” an area of land for commercial use only but relaxed this requirement in 2012. [A2] was in the right place working in Bubalo’s department. Happily he was able to buy the land from a private vendor and develop it.

Two individuals, at least one of whom was a close associate of Cllr [A1], were granted planning permission to develop a factory site for 12 flats. They got greedy and re-applied for 35 flats but this led outside bodies to intervene. The planning consultant was one used regularly by Cllr [A1]. At one time the building “caught fire” and a former policeman told me his colleague was told to go and fetch the keyholder who just happened to be Cllr [A1]. And a company registered at the address had [A2] as a Director and another of Cllr [A1's] sons as the company secretary.

Local people, including members of the Muslim community, informed me that there was a dodgy deal involving a property at Clifford Road, Oldbury. I am afraid that I could not get to the bottom of this as Cllr [A1] had seemingly bought the property legitimately. It later transpired that was indeed the case but that he had then tried to sell the property TO SMBC for a substantial profit.

In the late 1990’s SMBC compulsorily purchased a large part of West Bromwich Street in Oldbury where both Cllrs [A1] and Cllr Bawa had houses. Favourable arrangements were made for these two but not for any of the other residents. I was able to ascertain that Cllr Bawa acquired a building plot in Bridge Street, Oldbury but the whole transaction was surrounded in mystery and a long time ago. I am afraid this defeated my journalistic skills although recently SMBC said  they themselves were re-investigated the whole CPO affair.

I was the only journalist to flag up questions about these last three properties. Soon Cllr [A1] was back on my radar. Two sisters complained to me that their late Mother had occupied a four bedroom council house in Judge Close, Oldbury but that Cllr [A1] had visited a couple of times suggesting she moved to somewhere smaller. Following her death, Cllr [A1's] daughter, [A4] took the council tenancy. What was even more odd here, which I discovered and disclosed, was that [A4] and her husband already owned their own house at Century Road, Oldbury and SMBC actually had a charge on that property. I disclosed that the 4 bedroom council house was occupied whilst they rented out their own house to tenants. SMBC later said that they could find "nothing wrong" with this.

As the year drew to a close Cooper’s Twitter trolling of me and my wife increased dramatically and he also had me covertly photographed and put the image on Twitter. In the meantime I showed that Cllr Rouf was claiming to be unemployed on his declaration of interest form when he still had a Birmingham City Council taxi licence (and worked extensively in his son’s pharmacy although he alleged this was on a "voluntary" basis).

By December, Cooper and a Unite the Union rep started using Twitter to harass my wife’s employers and a large Birmingham arts charity where she was a voluntary trustee. Unite promised me and my wife a Christmas we would never forget and sent me their online Christmas card. On 20th December I was subjected to a bully incident by another union rep and close associate of Cooper and Tom Watson MP. She then boasted on Twitter what she had done implying to the world at large that I was a pervert.

At this time the Deputy Chief Executive and the Finance Director suddenly left the Council. It is said that only one was to be fired but the whole thing was mishandled and the other walked out too. Whilst the two individuals had their critics they were generally perceived to be the two of the more able members of Jan Britton’s team (the Finance Director particularly) further weakening it.

A troll Twitter account of Cooper’s put up a tweet: “its going to be one hell of a Christmas for someone this year. Be prepared my boy. L & J ready?" Cooper regularly used the words “my boy”. L and J is me and my wife. And this was no idle threat as what is not known as a Twitter sh*tstorm started against us via multiple accounts.

Cooper finished the year saying that the costs of the disastrous Council Tax Benefit case had been just £40,000 (excluding all the work done in-house which SMBC said they were unable to quantify!) In fact, I revealed that the external costs alone were £71,508.33 excluding VAT.

Through the latter part of the year and into the beginning of the next year it was very unsafe for me to visit Sandwell even in the daytime. On one occasion three men in a Range Rover (belonging to a well-known family) were circulating around Oldbury Centre looking for me and I had to hide in a bus queue. There was a problem with “Scrutineers” meetings which were held at night and far too dangerous for me to attend alone. Accordingly, kind members of the group provided transport for me to and from busy tram or rail stations.
